Where do we make complaints for our neighbors who are not keeping up with their yards? My brother lives in a poor neighborhood in cleveland, yet all the yards are perfectly maintained. The city levies heavy fines if they are not. There is a yard across from me that has never been mowed this year. It is one entire patch of weeds.

Submit a service request---pick code violation--then pick high grass or weeds on property or whatever kind of violation you want to submit.

I'm sure you can call the 311 number and report it that way too, if you don't want to submit online.
